Policy Priorites

  • Every Fourth District neighborhood should provide car-free access to green space, amenities or community gathering places. This means safer streets, ample sidewalks, and accessible transportation options. Sarah prioritizes:

    • Safe and accessible roads for all, regardless of method of transportation or age.

    • Improved infrastructure for easier movement across the district and ensuring that south Richmond residents are connected with the rest of the city north of the river.

    • Encouraging appropriately designed, mixed-use development that brings retail, restaurants or grocery options, while also adding to the housing inventory.

    • Upgrading GRTC bus stops so they provide safe, clean and covered shelter to riders.

  • The fourth district, uniquely situated along the south bank of the James River, boasts Richmond's prized natural beauty. With lush tree growth, expansive green spaces, and trails for outdoor activities, it's a magnet for residents and visitors alike. Just three decades ago, the James River suffered severe pollution, threatening aquatic life and human safety. Richmond's decision to invest in environmental protection stands as a pivotal moment, leading us to become known as one of the best places to live, an outdoor haven, and a healthy city. While progress has been significant, we must remain vigilant. As a City Council member, Sarah will advocate for:

    • Increased funding for Parks and Recreation and the James River Park System.

    • Fostering more public-private partnerships to support and protect greenspace and parks.

    • Working with the city arborists and community leaders to create a comprehensive master plan for preserving and maintaining our old-growth tree canopy coverage and public green spaces.

  • The population of Richmond is rapidly growing, and the demand for housing is at an all-time high. This creates a price bubble that leaves many first-time homebuyers in the cold and escalates property taxes, creating financial hardship for current homeowners, particularly Seniors and those on fixed incomes. The City must increase housing inventory to match demand while also ensuring current residents are not priced out of the market. Providing every Richmond resident with safe and stable housing is a vital component of strong communities. We must:

    • Increase housing options at all income levels.

    • Consider a new methodology for determining property taxes such as the Land Value Tax. While our current tax system punishes property owners for improving their homes (through renovations or additions), and disincentivizes development, a Land Value Tax is designed to encourage growth in city centers while lowering the tax burden on the average homeowner.

    • Work with developers and communities to create smart developments that offer housing solutions that match the unique characteristics of each neighborhood.

    • Promote smart in-fill development and modernize Richmond’s zoning code.

  • Richmond residents deserve better. Currently, the taxes you pay are not reflected in the quality of services you receive. It's unacceptable for citizens to endure long waits for permits to improve their homes, or having to resort to asking their City Councilmember to intervene to get a response from city departments. Richmond needs a City Hall that's transparent, accountable, modern, and efficient, ensuring all citizens receive high-quality, reliable services.

    Sarah will partner with the Mayor's Office to empower City Hall staff, ensuring they have the necessary support and resources to serve citizens effectively. She aims for swift responses, innovative problem-solving, and a commitment to continuous improvement. Key actions include:

    • A thorough review of city departments, especially those with the most direct interaction with the public like the Department of Public Utilities, Permitting, and Department of Public Works. This will assess both technology and human capital.

    • Making customer service a top priority. City Hall staff must offer quick, easy, and personalized services.

    • Foster a culture of respect, professional development, creative problem-solving and collaboration in City Hall. Management should recognize and reward employees who demonstrate these values and provide support and guidance to those who fall short.
